THE RULES OF San Angelo Sidewinder Challenge ROGAINE

Competition Rules:

Rogaining is the sport of long distance cross-country navigation for teams traveling on foot. We have changed this to an Adventure Race Rogaine.  The object is to score points by finding checkpoints located on the course within a specified time. Checkpoints may be visited in any order.

Definition

"The course" means anywhere a team travels during the time of the rogaine but specifically excludes the access road and areas in the proximity of an administration area designated for non-competition use by the organizers, for example for parking or camping. "Event site" includes the course and any administration, access and non-competition areas.

Entries

R1

A team shall consist of two, three, four members.

R2

A team that has a member under fourteen years of age shall also have a member eighteen years of age or over.

R3         Awards will be given in 2, 3 and 4 person coed and masters.  Masters in 2, 3 and 4 shall all compete together.  Masters teams must have each member over 40-years-of-age.

R4

No member of a team shall have been involved with the organization of the rogaine so as to have a prior familiarity with the rogaine course or the fieldwork of the rogaine map.

Respect for Land and Property

R5

Competitors shall respect public and private property.

a.    Competitors shall not cross newly sown ground or growing crops, except if specifically permitted by the organizers, or any area deemed out-of-bounds by the organizers.  Teams must stay within the park boundary unless given specific instructions for specific checkpoints that may lie out of the park boundary.  Only then and only following the rules on the UTM sheet may a team leave the park boundary.

b.    Competitors shall keep a reasonable distance from dwellings and stock with young.  Long Horn cattle roam the park freely.  Teams must stay out of the pastures with the Buffalo herd.  Teams will be given the coordinates for the pasture with Buffalo.  Stay OUT!

c.     Competitors shall take due care when crossing fences, crossing at corner posts, solid posts or between wires wherever possible. Each team shall leave gates in the same state as they were found.

d.    Competitors shall not discard litter.

e.    Competitors shall not light fires at the event site.

f.      Competitors shall not smoke on the course.

g.    Competitors shall not unduly damage or disturb native flora or fauna.

h.    Dogs and weapons of any kind, including firearms, are prohibited at the event site.  Dogs are allowed in the park, but we ask that they not be brought to the Transition area.  Please keep them at your campsite.

Conduct of Competitors

R6         Competitors shall not enter the course until the official start is signaled. Starting Tuesday, September 9, 2003, racers may not enter the trail system or hiking trail or remote campsites in San Angelo State Park.  We must have the entire week to set up the race, and there will be no pre-riding, pre-running the trails, pre-orienteering or pre-hiking in San Angelo State Park the week before the race.

R7

The only navigational aids that may be carried on the course are magnetic compasses, tracker beads, watches and maps. The possession of other navigational aids, including altimeters and GPS receivers on the course are prohibited. Rattlesnake Racing will provide 1:24,000 USGS maps from www.mytopo.com.  You may use your own maps and get copies of the trail map provided by the park.

R8

The use of computers for course planning is prohibited.

R9

Competitors may travel only on foot, mt. bike, road bike, non-motorized scooters, roller blades, kayaks, canoes, or any other non-motorized watercraft or swim (with pfd only).   Teams may only travel on road bike, scooters or roller blades when on paved road surfaces within the boundary of State Park.   No scooters, roller blades or road bikes may be taken on trails or off-trail.  Mt. bikes may be taken on paved surfaces, park trails, old park roads and firebreaks along fence lines.  Mt. bikes may not be taken off-trail.  Mt. bikes may not be pushed off-trail.  If teams carry their mt. bikes off trail, they may do so, but the wheels of the bike may not roll across non-trail terrain.  Teams may leave bikes at campsites, rest areas or just off-trail (wheels may not roll off trail, pick bikes up and turn them upside down just off the trail) and travel on foot to check points off trail.  Bikes must be out of the way and not interfere with other teams using the trail system.  It is suggested teams bring a cable and lock system to lock bikes together if this is a strategy the team chooses to use.  Teams may not leave bikes on the course and retrieve them after the 12-hour time limit.  All team members and all equipment must be returned to the TA when the scorecard is turned in.

R10

Members of a team shall remain within unaided verbal contact of one another at all times whilst on the course. A team shall demonstrate compliance with this requirement to any event official or other team on request. All team members must go to the checkpoint.   Each team shall carry a disposable cameral and take a picture of their teammates at the Checkpoint.

R11

A team shall surrender its passport to any event official, and shall advise their team number to any event official or other team, on request.

R12

A team shall not accept assistance from, nor collaborate with, other people, nor deliberately follow another team while on the course.  Teams may work together if both teams agree to the arrangement.  Teams may receive assistance while in the Transition Area at the Chaparral Pavilion.  This does include help plotting points and strategizing.

R13

Neither food nor equipment shall be left on the course before the event for a team's use, and no food or equipment shall be discarded on the course unless retrieved by the team during the event and brought by the team with them to the finish.   All team members and all equipment must be returned to the TA when the passport is turned in.

R14

Each competitor shall carry a whistle at all times whilst on the course. In an emergency a competitor shall give a series of 3 short blasts on their whistle.

Checkpoints

R15

All team members go to the checkpoint. Each team will carry a disposable camera and take a picture of their teammates at the cp. This rule may change at check-in and all team members may have a their own passport attached to their clothing and each team member must punch their passport at each Check-point.

R16

In order to gain points for a checkpoint teams must punch the scorecard provided by the organizers in the correct square with the punch at the checkpoint marker and fill in any intention sheet at the checkpoint with the time of arrival, the team number and the number of the checkpoint that they intend to next visit. If a team punches an incorrect square, they must notify the organizers of the details of this immediately upon returning to the TA Queen to be eligible to be credited with that checkpoint.

R17

In the event of the passport being lost, a team must return to the TA and retrieve another passport.

R18

Competitors shall not deliberately rest within one hundred meters of a checkpoint unless the checkpoint is also a water drop.

R19

Competitors shall not adversely interfere with a checkpoint, water drop or any other facility placed upon the course by the organizers.

Administration Areas

R20

Whenever a team visits an administration area, all team members are required to report together to the organizers.

A team shall finish by all of the members reporting together to the designated finish administration area and surrendering passport.

R22

If a competitor wishes to withdraw from a team for any reason the entire team shall return to an administration area and notify the organizers. The original team shall be deemed to have finished the event. If a new team is formed it may be admitted to the competition at the discretion of the organizers but no points shall be credited for checkpoints already visited.

Penalties and Protests

R23

The penalty for breaching these rules is disqualification except for rules R16 and R18 for which the penalty is the loss of points for the checkpoint under consideration. Any team disqualified under this rule shall be recorded as DSQ.

R24

A team may voluntarily withdraw, by advising the organizers immediately upon their finish, if they have breached any rule for any reason and shall be recorded as W/D.

R25

Within forty-five minutes of the nominated finish time, a team may report in writing to the organizers about any team thought to have breached these rules, or may protest in writing to the organizers about any actions of the organizers that they consider made the competition unfair.

R26

Organizers, Rattlesnake Racing will randomly choose 5 team Captains to settle the dispute.   The team captain filing the complaint and any other teams involved will not be one of the 5 chosen for the resolution committee.

Scoring

R27

The event shall end at precisely the set number of hours (12 hours) after the actual starting time, both times as defined by the organizers' clock. Teams finishing late will be penalized at the rate per minute or part thereof specified in advance by the organizers. Teams finishing more than thirty minutes late shall be deemed ineligible for a placing and their result shall be recorded as LATE.  The penalty per minute will be given at the race briefing.

R28

A team's score shall be the value of the checkpoints visited and correctly verified in accordance with these rules, less any penalties. The team with the greatest score, or in the event of a tie the team that finished earlier, shall be awarded the higher placing.

R29

In the event of a checkpoint being damaged, teams shall be awarded the checkpoint score:

a.    If the punch is missing or damaged but the team has a correct record on the intention sheet.

b.    If the punch is missing and there is no intention sheet, but the team can satisfy the organizers that they visited the correct site.

c.     If a checkpoint is missing or misplaced but the team can satisfy the organizers that they visited the correct site.

d.    For a correctly recorded visit to a misplaced checkpoint.

General

R30

Any team hearing a distress signal must abandon their course and help in any way needed. No team shall be penalized for any rule breached in the course of giving such help.

Boats and Water Checkpoints
R30        Rattlesnake Racing will provide no hard-shell kayaks. Teams may bring their own self powered boats.
R31        Teams may use boats to retrieve checkpoints within 25 meters of the shoreline or riverbank.  Teams may not leave boats on the lakeshore or on the riverbank and travel to checkpoints further than 25 meters.  The boats may not be portaged from the main lake or riverbed.  Boats must stay within 25 meters of river water or lake water.
R 32        San Angelo Race only.  Teams may not climb the rocks forming the Lake Dam.  Teams caught traveling up the rocks on the dam will be disqualified.  This is a rule we must follow from the Army Corp of Engineers.

R 33         Teams may swim with pfd’s to checkpoints in the water, on islands and within 25 meters of the water shoreline or riverbank.  The lake and river are very muddy and low.  Take caution if your team chooses this strategy.  Teams may get out of the water at any time along the shore or bank to hike to other points, but must carry their pfd’s with them.  No pfd’s may be left along the shore or bank unless at the kayak/canoe TA.
R34        Teams may walk around the lakeshore or the riverbank and get checkpoints that are within 25 meters of the water.  You do not have to use a boat.
